    Context

Healthcare for foreign residents in Dubai

Around nine residents out of ten in the United Arab Emirates hold a foreign passport, and Dubai is the emirate where that international mix is the most visible. Every one of these residents needs health insurance: it is mandatory to obtain or renew a residence visa, and private healthcare in Dubai is high quality but expensive without cover. APRIL International provides international health insurance only; we do not offer jobs, recruitment or visa services.

    High-standard private hospitals

Dubai has internationally accredited hospitals and clinics, but treatment costs are among the highest in the region, which is why comprehensive cover matters.

    Global connectivity

Dubai International (DXB) and Al Maktoum airports put Europe, Africa, India and Asia within a few hours, convenient when you need treatment abroad or medical evacuation.

Healthcare is a real budget line

Housing, schooling and healthcare are the main recurring costs of expatriate life. A health plan with clear limits keeps medical bills predictable.

    An English-speaking daily life

Arabic is the official language, but English is the language of business, hospitals, clinics and most administrative services in Dubai.

    Daily life

Life as a foreign resident in Dubai

Residency in Dubai is built around sponsorship. Residents hold a Green Visa or freelance permit, a free-zone investor visa, a Golden Visa (10 years) for investors, entrepreneurs, specialised talent and high earners, or as a dependant sponsored by a spouse or parent. Every route ends with the same milestones: medical fitness test, Emirates ID, and health insurance, which must be in place before the residence visa can be issued.

Once settled, daily life is efficient: online government services, a growing metro network, international schools following British, American, IB, French or Indian curricula, and a strong community life across neighbourhoods such as Dubai Marina, Downtown, Jumeirah, Arabian Ranches or Dubai Hills. The main budget lines for families are rent, often paid in one to four cheques a year, school fees and healthcare for anything that sits outside the employer plan.

    Healthcare system

Healthcare in Dubai: private by default, insurance by law

Health insurance is mandatory in Dubai. Under the Dubai Health Authority (DHA) regulation, every resident must be covered by a DHA-compliant plan issued by a permitted insurer. Employers are legally responsible for insuring their employees, and sponsors (a husband, a wife, a parent) are responsible for insuring the dependants they sponsor. Proof of cover is checked when the residence visa is issued or renewed.

Understanding the local landscape helps you judge whether the minimum is enough:

    • The Essential Benefits Plan (EBP) is the regulated entry-level product. It satisfies the legal obligation but comes with a capped annual limit, a restricted provider network, co-payments and limited maternity cover. It is designed as a safety net, not as comprehensive protection.
    • Public hospitals operated by the DHA (Rashid Hospital, Dubai Hospital, Latifa Hospital for women and children) treat emergencies and are strong clinically, but subsidised rates apply to UAE nationals: foreign residents are billed at the private tariff or through their insurance.
    • Private hospitals and clinics such as American Hospital Dubai, Mediclinic City Hospital, King's College Hospital London Dubai, Saudi German Hospital or Medcare are where most international residents are treated. Care is fast, English-speaking and expensive.
    • Networks matter more than anything else. Every DHA plan is tied to a provider network. If your preferred hospital sits outside it, you either pay the difference or you are not covered at all, which is why the choice between a Green, Classic or Premium network drives both your access and your premium.

Clinical standards are high, with many facilities holding international accreditation. The real question for a newcomer is not quality, it is which providers your policy actually gives you access to.

    What to anticipate

Health and financial risks to plan for

Dubai is a safe city with excellent emergency response, but medical inflation in the UAE runs consistently above general inflation, and private tariffs are set freely by providers.

    Private care is expensive

A specialist consultation commonly costs AED 500 to AED 1,000, and an inpatient stay with surgery in a leading Dubai private hospital can run into tens of thousands of dirhams.

Employer plans are often the minimum

Many company policies cover the employee only, on a restricted network, and exclude the spouse and children. Dependants then need their own DHA-compliant cover.

Maternity is a major budget line

A normal delivery in a private Dubai hospital is typically AED 20,000 to AED 40,000, and considerably more for a C-section or a stay in neonatal care. Waiting periods apply on most plans.

    Pre-existing and chronic conditions

Ongoing treatment, medication and follow-ups are frequently sub-limited or excluded on entry-level plans, and cover is not automatically portable when you change employer.

    Coverage

Why international health insurance matters in Dubai

A local DHA-compliant plan is the legal requirement. An international plan is what makes that requirement genuinely useful: wider hospital access, far higher annual limits, cover that follows you outside the UAE, and continuity when you change employer, move to another emirate or leave the country. MyHEALTH UAE is designed to meet the DHA obligation while giving you the protection standard of an international policy.

A plan built for Dubai typically covers:

    • Inpatient and surgery in your chosen network of Dubai and UAE private hospitals, with direct billing so you avoid advancing large sums.
    • Outpatient care, GP and specialist consultations, diagnostics, laboratory tests and prescribed medication, with co-insurance options to fine-tune the premium.
    • Dental and optical benefits, which are almost always paid out of pocket in the UAE without a dedicated module.
    • Maternity cover, subject to waiting periods, plus newborn cover under the policy terms.
    • Medical evacuation, repatriation and cover across the GCC, with a worldwide area of cover available if you travel frequently or want the United States included.

    Audience

    Who this coverage is for

Residents with a basic company plan

Residents whose existing plan is limited to the basic network, or who want to upgrade to wider hospital access for themselves and their family.

    Freelancers, founders and free-zone investors

Freelance permit, Green Visa or free-zone company owners who must arrange their own DHA-compliant cover with no employer behind them.

Golden Visa holders and long-term residents

People settling in Dubai for the long run who want high annual limits, portability across countries and stable renewal terms.

    Sponsored spouses and children

Dependants on a family residence visa, who must be insured by their sponsor and are rarely included in the principal's employer plan.
